The Daily Herald recently published an article discussing recent changes to the Board of Police and Fire Commissioners in Elgin. The board, which is responsible for overseeing the hiring of police officers and firefighters, will now include three local residents along with the police and fire chiefs.
This shift comes after the Elgin City Council approved a restructuring of the board on Wednesday. Previously, the board consisted of five residents, but it has been short by two members since 2010. The new configuration includes the police and fire chiefs, as well as two residents, with the addition of the city’s human resources director initially proposed.
However, during the meeting, councilman John Steffen suggested removing the human resources director from the board and adding a third resident instead. His reasoning was that this change would preserve the traditional role of residents in decision-making while still allowing the police and fire chiefs to have a voice in the hiring process.
Councilman Toby Shaw mentioned past mistakes, such as when individuals with gang affiliations were hired as police officers. However, City Manager Sean Stegall clarified that this occurred in the early 1990s, and it was not necessarily gang members, but rather people with some gang connections. It was also noted that background checks are conducted by city staff, not the board itself.
In addition to the board changes, the council approved a modification to the educational requirements for certain police officer positions. Instead of requiring a bachelor's degree, the new policy allows for 60 college credit hours. This adjustment applies specifically to veterans with at least three years of active duty, current police officers with three years of full-time experience, community service officers with similar experience, and those who have completed four years and 400 hours in the Police Explorer program.
These updates reflect a broader effort to modernize and improve the hiring process while maintaining accountability and community oversight. The changes are seen as a step forward in ensuring that the right people are selected for public safety roles in Elgin.
