Manage the drawbacks and let students sit in convenient cars and safety cars.
According to statistics from the Jinjiang Municipal Education Bureau, there are currently more than 360,000 students in kindergartens and compulsory education in the city. Deducting students from nearby schools, buses or parent-child vehicles, and nearly 5,000 students need to take the school bus to and from school.
At present, Jinjiang City has self-provided 66 national school buses (including those being filed), and 28 non-dedicated school buses. All the self-provided school buses are equipped with car GPS, and 23 drivers are qualified for school bus driving.
The "Service Plan" determines the mode of "government-led, market operation, departmental supervision, and financial subsidy" to attract social capital investment and establish a school bus service company. The company uniformly purchases passenger vehicles that meet the national security and technical conditions, and is specially used to transport students. It does not participate in other operations; the price department and the education, finance and other departments shall, according to their operating costs, approve the travel fees paid by the students in each period, and the municipal government shall grant certain purchase and operation subsidies.
Students who are 2 km away from rural primary school students and 3 km away from junior high school students can be included in the school bus transfer, but they should also try to board the school to reduce the risk of traffic to and from school.
In the procedure, a qualified company submits an application, and after approval by the government department, signs a service agreement with the Education Bureau, and starts operations after obtaining a business license and handling a special school bus sign. After the establishment of the school bus service company, the school-supplied school bus will be gradually linked to the company for unified standard management, and the school and service company signed the "school bus safety management responsibility book."
