On April 22, the Ministry of Land and Resources held an experience exchange meeting on the conservation and comprehensive utilization of mineral resources in Beijing, and commended 98 oil and gas mining companies such as 98 excellent enterprises for mineral resources conservation and comprehensive utilization, and Shengli Oilfield Branch of China Petroleum & Chemical Corporation. Nine chemical mining companies including Qinghai Salt Lake Industry Group Co., Ltd. and other companies are on the list.
At the meeting, the award-winning mining companies issued an initiative to save energy and intensively use mine resources to the national mining enterprises. At the same time, the conference also held academicians forums and special achievements exhibition on the conservation and utilization of mineral resources.
Wang Min, deputy director of the Ministry of Land and Resources, attended the meeting and delivered a speech. According to Wang Min, in recent years, with the continuous increase in the promotion of mineral resource conservation and comprehensive utilization, especially in 2010, the Ministry of Land and Resources and the Ministry of Finance jointly established special projects for saving and comprehensive utilization of mineral resources, adopting the “substitution for awards†method. Encouraging and supporting the rational exploitation and comprehensive utilization of mineral resources by mining enterprises has made great progress in the comprehensive utilization of mineral resources in China. In the past two years, the central government has earmarked a total of 8 billion yuan in funds, rewarded and supported 704 mining companies, supported 408 demonstration projects, and led mining companies to directly use them to increase "three rates" (resource recovery rate, ore recovery rate, and resource integration). Investment in utilization rate reached 60 billion yuan, and sales revenue increased by more than 200 billion yuan due to the increase of "third rate."
Wang Min said that in the next step, the relevant departments such as the Ministry of Land and Resources will further deepen and promote the conservation and comprehensive utilization of mineral resources by clarifying responsibilities, improving the system, and creating an innovation platform that combines "government, industry, research, and use."
China National Petroleum Corporation, Shenhua Group Co., Ltd., Jinchuan Group Co., Ltd., Yunnan Phosphor Chemicals Group Co., Ltd., and China Petroleum & Chemical Corporation have made presentations and technical exchanges at the conference.
At the academician forum, Wang Dianzuo, an academician of the Chinese Academy of Sciences and the Chinese Academy of Engineering, Song Zhenqi, an academician of the Chinese Academy of Sciences, and Gu Desheng, Han Dazhao, and Liu Yutian, academicians of the Chinese Academy of Engineering, made special reports such as “Status and Development Direction of China's Oil and Gas Field Development Technologyâ€.
In the same period, the conference demonstrated the first batch of 68 advanced technologies for mineral resource conservation and comprehensive utilization selected by the Ministry of Land and Resources, including 10 advanced and applicable technologies such as the effective development and utilization of ultra-heavy oil reservoirs developed by oil and gas mining enterprises. There are 6 advanced and applicable technologies such as positive and negative flotation technology for low-grade gel phosphate mines developed by mining companies.
