Shiyan Automobile and Parts Export Status and Countermeasures

Shiyan Daily reported that the automobile industry in Shiyan City has developed a comprehensive system involving medium- and heavy-duty trucks, passenger cars, mini-vehicles, special-purpose vehicles, and components. This well-established ecosystem provides abundant resources and strong support for the export of automotive products and parts, giving the city a certain level of international competitiveness. Currently, Shiyan is home to over 200 automotive and parts companies offering more than 4,000 products. Among them, 100 are large-scale component manufacturers, 22 vehicle producers (including 19 local enterprises), and in 2006 alone, the city produced 14.5 million vehicles. With 10,000 units exported, the total output value of the auto industry reached 26.3 billion yuan, accounting for 64% of the city’s overall industrial output. The sector continues to be a key driver of the local economy. From 2001 to 2006, the city’s auto and parts exports totaled $133.454 million, representing 23.1% of the province's total and 51.6% of the city’s foreign trade exports. In the same period this year, from July to July, the city exported $16.19 million worth of auto parts and components, reflecting a 24.8% year-on-year increase and making up 47.8% of the city’s foreign trade exports. The city’s auto and parts exports are characterized by several key features: 1. **Whole Vehicle Exports as Core**: From 2001 to 2006, the city exported around 6,529 vehicles (including CKD and chassis), accounting for about 70% of total auto and parts exports. This year, with the government’s efforts to regulate the export order, the city has actively expanded its international market presence. From July to July, the city exported 789 vehicles, a 73.4% increase compared to the previous year, including 6 new exporters contributing 349 vehicles worth $364.9 million. 2. **SMEs Driving Growth**: There are currently 112 qualified companies engaged in auto and parts imports and exports, including 51 manufacturers, 38 trading firms, and 23 foreign-invested enterprises. In 2006, 17 companies had export records, and in the same period this year, 18 companies did so—four and a half times the number in 2001. Most of these are small and medium-sized enterprises, excluding Hubei Dongfeng, which dominates the market. 3. **Pillar Enterprises Lead**: Hubei Dongfeng remains the largest exporter, accounting for an average of 87.9% of the city’s auto and parts exports between 2001 and 2006. Although its share has declined slightly in recent years, it still holds over 60%. 4. **Improved Product Quality**: Through strategies like “strengthening trade with science and technology” and “winning with quality,” local enterprises have enhanced their focus on product quality and reputation. Many have adopted international standards, with 85% passing quality and environmental certifications, and 42% considering their production technology to be relatively advanced globally. 5. **Diversified Market Strategy**: The main markets are Asia and Africa, with exports to developing countries such as Myanmar, Vietnam, Pakistan, and Egypt. A smaller portion goes to developed regions like the U.S., Japan, and Western Europe. Recently, Russia and neighboring countries have shown promising growth, helping the city move toward a more diversified export structure. **Challenges Remain** Despite progress, the city’s auto exports lag behind its industrial scale. In 2006, Shiyan’s auto industry output was 26.3 billion yuan, while exports were only $19.035 million, far below the provincial average. Compared to cities like Xiangfan and Jingzhou, which have larger export volumes, Shiyan needs to improve its export efficiency and scale. **Recommendations for Revitalization** To boost exports, the city should focus on innovation, brand building, and market diversification. Encouraging R&D investment, supporting SMEs, and improving infrastructure and talent development are critical steps. Additionally, enhancing policy support, strengthening service systems, and fostering closer cooperation with customs and financial institutions will help create a more favorable environment for international trade. By implementing these strategies, Shiyan can strengthen its position in the global automotive market and ensure sustainable growth in the coming years.
